As to what the Gold status means: It means the game is ready to be pressed on a master disc upon which all other discs are based on. To be explain it in more detail, it means the game is totally ready to be written to a CD-R disc - a master disc - whose copies can be made as part of mass production and can be sold and shipped to the consumers.

The above explanation though not completely accurate and indicative of today's digital age it is a fair explanation as the what the Gold status means. To repeat again, it means that the game is now ready to be written on discs and  be distributed and sold to be consumers both physically by selling a copy of the 'Gold Master Disc' or through online distributors like Steam, Epic Games Store etc over the internet.

Coming to the PC requirements to run the game, the developers have made sure that a decent enough PC from 3 years ago should be able to run the game fine.
