Building your own PC is an experience like no other experience, especially if you're a Technology / PC enthusiast. If you wish you to build your own PC and trying to decide between different CPUs under your budget, here we tried our best to track all CPUs and their prices available on the date of writing in India from the following online retailers: AMAZON.in & Amazon.com (Sponsored links), mdcomputers.in, primeabgb, Vedant Computers and The IT Depot.
Best CPU Under Rs. 5,000/-
AMD Athlon 3000G:

Under Rs. 5,000/- AMD's Athlon 3000G is the best CPU that comes with Vega 3 iGPU considering you won't pair it with a discrete graphics card. It's a 2 core 4 thread APU from AMD based on Zen micro architecture on a 14nm process node with 3 Vega graphic cores. This processor beats the Intel Pentium Gold 5420 with its iGPU. Yes if paired with a discrete medium range graphics card the Intel Pentium Gold 5420 will come out ahead but we don't recommend CPUs under 5K INR to be paired with capable discrete graphics cards.
Best CPU Under Rs. 10,000/-
AMD Ryzen 3 3100:

The Ryzen 3 3100 is the new king in the budget CPU offerings from both Intel and AMD. The cheapest entry in the 3rd gen Ryzen CPUs based on Zen 2 architecture from AMD is the best CPU under Rs. 10,000/- in India. This is a 4 core 8 thread CPU. Only competition or alternative to the Ryzen 3 3100 at this price point is the Ryzen 3 3200G which comes with Vega 8 iGPU and is a very good alternative if you do not wish to pair it with a discrete graphics card. A
slight overclock on the Ryzen 3 3100 can bring it head to head against
the Ryzen 5 3500X in almost every gaming and productivity benchmark
while handily beating the 6 core 6 thread 3500X in a few productivity
benchmarks.
Best CPU Under Rs. 15,000/-
AMD Ryzen 3 3300X:
The Ryzen 3 3300X is a 4 core 8 thread CPU just like the Ryzen 3 3100 but with higher boost clocks and a single CCX design. It is based on Zen 2 architecture on a 7nm process node. Alternatives to this CPU are AMD Ryzen 5 3500 which is a 6 core 6 thread CPU if you want to save few bucks or you can with a AMD Ryzen 5 3400G which is a 4 core 8 thread APU with Vega 11 graphics iGPU.

Ryzen 5 3600:
(Best Over-all)

Intel Core i5 9600K: (Best Gaming CPU under 20,000)

If you're an FPS hog and want every last frame possible in your games even if it means loosing on some productivity workloads, you can go with Intel's core i5 9600K which is a 6 core 6 thread processor.
AMD Ryzen 7 2700: (Best Productivity CPU under 20,000)

If you're buying a CPU for productivity workloads, the Ryzen 7 2700 is the bang for buck CPU for productivity workloads like editing and rendering which heavily utilize more than 6 cores. This is a 6 core 8 thread CPU based on the Zen+ architecture on 12nm process node which was being sold on Amazon for as low as 14.5K INR until last week.

Ryzen 7 3700X:

The
Ryzen 7 3700X from AMD is not the fastest gaming CPU on the market but
sure is the best CPU when it comes to price to performance in
gaming+streaming work loads where you can allocate 6 out of 8 of its
cores towards gaming and 2 cores towards streaming and you and your
audience can both enjoy seamless game play and viewing experience
respectively. It has 8 cores and 16 threads
based on the Zen 2 architecture from AMD on a 7nm process node thus
making it an efficient processor in terms of power consumption while
enabling us to enjoy high refresh rate gaming in most games while
streaming.
Note: I am not listing the Intel Core i5 10600K due its lack of availability in India. If you want a CPU which is best for gaming under this budget and can handle productivity workloads very well (not as well as Ryzen 7 3700X but does beat the Ryzen 5 3600) then buy the Intel Core i5 10600K if it is available in your region, or you can order it from Amazon.com
